Long-term resident status in Portugal, often called Permanent Residency, is granted after five years of legal temporary residency, offering equal treatment, indefinite stay, work, and study rights, but without political voting rights.

Long term residents given right to move and work in other Member States, which should be as similar as possible to the right that EU citizens enjoy. Allowing nationals of non-EU countries who are already EU long-term residents in one Member State to change jobs and move to another Member State

Requirement

The required documents that must be submitted are as follows:

  • Digital copy of the Residence Permit;
  • Digital copy of the complete passport;
  • Digital copy of income tax returns for the last 5 years;
  • Stratum of the contributory career of Social Security.

Conditions

The legal requirements for acquiring long-term resident status include:

Legal and Uninterrupted Residence: A national of a third country must have legal and uninterrupted residence in the national territory for the five years immediately preceding the submission of the application. For beneficiaries of international protection, the period is counted from the date of submission of the application that resulted in the granting of protection.

Stable and Regular Resources: The applicant must have stable and regular resources sufficient for their own subsistence and that of their family members, without resorting to the social assistance system of the Member State in question. Member States must assess these resources in relation to their nature and regularity, and may take into account the level of the minimum wage and pensions.

Health Insurance: It is necessary to have health insurance that covers all risks normally covered in the Member State in question for its own nationals.
Supporting Documentation: The application must be accompanied by supporting documents, as determined by national legislation, demonstrating that the applicant meets the established conditions.

Not to Represent a Threat: The applicant must not represent a threat to public order or public safety, as stipulated in Article 6 of the directive.
Note: All submitted forms that do not fall within the scope of this matter or that are not duly validated by the consulted entities will be automatically disregarded as they do not meet the legal requirements necessary to obtain a Long-Term Residence Permit.
